In collaboration with the Chief Executive Officer and Chief Medical Officer, the Substance Use Disorder (SUD) Medical Director is responsible for the quality and appropriateness of substance use disorder health services delivered and contracted for by Special Health Resources (SHR). The SUD Medical Director provides medical leadership and guidance for community substance use disorder services. This includes providing technical assistance and training on evidence-based practices for assessment and treatment of substance use disorders.

ESSENTIAL RESPONSIBILITIES:

  • Develop, implement and provide staff training on policies and procedures for the SUD program.
  • Ensure SUD Programs are following the policies and procedures, adhering to Special Health Resources mission, and both state and federal regulations.
  • Maintain Programs' readiness for SHR site inspection certification.
  • Prepare necessary data and reports for the SUD program.
  • Provide guidance for day-to-day operations of the SUD programs.
  • Provide or arrange for necessary clinical supervision of SUD staff.
  • Responsible for hiring and maintaining program staffing to meet requirements of programs.
  • Ensure staff are meeting productivity requirements and all other documentation requirements for all SUD programs.
  • Develop and expand community-based programs for SUD programs, serving as liaison with other agencies, courts, and other agencies.
  • Coordinate with other agencies to address needed community services. Participate in interagency opportunities to facilitate positive working relationships between SHR and other agencies.
  • Submit proposals as appropriate for program development.
  • Conduct SUD program staff meetings monthly to disseminate SHR information, to include but not limited to in-services on program requirements, policy and procedure, and measures needed to improve delivery of services.
  • Ensure all SUD program staff meet minimum training as required.
  • Provide direct services to consumers as needed as part of supervisory duties or programmatic needs- (does not carry a caseload)
  • Accept or reject referrals to program from internal and external sources.
  • Conduct reviews of SUD program clinical records, approving documents in a timely manner as needed.
  • Works with the Behavioral Health Director on issues including but not limited to the integration of treatment services for substance use and mental health disorders.
  •  Coordinates the development of integrated services with local Mental Health Authorities and funded substance use disorder (SUD) programs such as cooccurring services, services for veterans and women
  • Researches and maintains state of the art knowledge on substance use disorders including but not limited to treatment and recovery-based services, overdose prevention, medication assisted therapy, services for the criminal justice population, youth services, women and women with children including Neonatal Abstinence Syndrome services, engagement and implementation services.
  • Demonstrates commitment to, and understanding of SHR’s Service Excellence Standards, by modeling service excellence in all internal and external relationships, addressing service excellence deficits in staff, and in performance of all duties and responsibilities of this position.
  • Performs other related and/or necessary tasks to achieve organizational and programmatic goals and objectives as requested.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Skills in practice of addiction medicine.
  • Knowledge of the public behavioral health (substance abuse and mental health) system including publicly funded managed care operations.
  • Knowledge of DSHS and SAMSHA substance abuse disorder programs regulations, and principles.
  • Ability to deal effectively with peers and with state and local governmental officials and the public.
  • Ability to provide leadership and clinical guidance.

  • Valid Texas Medical License
